I used this preservative combination in my formulation for lotion and cream. It passed PET testing and I dissolve it by heating up the water phase to 30-35C and it is interesting no crystals are observed after the solution were cooled later or during my freeze-thaw testing of the lotion or cream. It is a good option for natural products.
It is soluble in water but you have to wait a little bit of time, some say overnight but I found it had solubilized in my formula within an hour. But at first it can seem like it won't dissolve but if you give it time it dissolves completely.
I dont know why but it is very hard to soluble in water. Maybe you can give another tips to do this. it also cant soluble in oil.
